I'm not sure where this idea came from, but it's a common misconception that training to failure is the best way to increase strength. Yes, you may be able to lift heavier weights for one set when your muscles are fatigued and feeling like they can't do any more. But if you were to train using this method over the course of weeks or months, your body would get used to those heavy weights and stop getting stronger.
