That is accurate to an extent but as a trainee gets stronger, the training stress increases also. In truth, the closer you get to your genetic capacity the harder and much heavier you should lift to see a change in strength (or muscle size if you are attempting to increase muscle mass). Advanced lifters have a much higher requirement to cycle intensity than beginners.
